Open to all nationalities, but in practice limited to applicants who are currently affiliated with and based at a university or research center in Sweden, Finland, Denmark, or Iceland, with an Africa focused project in the social sciences or humanities.. For a Francophone African applicant, the real question is not nationality but current institutional affiliation. Without an academic base in one of these four countries at the time of application and during the stay, you are outside the programme's scope.
